Human Resource Planning (HRP)
Planning enables managers to better cope with an uncertain
environment and allocate scarce resources more efficiently. The importance of
human resource planning has been emphasized by some management scholars as
follows
“There continues
to be in organizations a ‘failure, particularly on the part of line managers
and functional managers in areas other than personnel, to recognize the true
importance of planning for and managing human resources."
Human resource planning is sometimes referred to as
manpower planning when applied to all employees. or management successions
planning when strictly applied to managerial employees. It helps management find the right people for the right
jobs at the right time. Human resource
planning may be rightly defined as the development of a comprehensive staffing
strategy for meeting the organization’s future human resource needs.
